Rebellion actions book 5 - 6

Hell's Rebels

How are people handling the Rebellion actions? I was thinking of having them take place more like the Silver Ravens continuing to build as a covert organization.I am just wrapping up book 4 now and hopefully the party will be able to interrupt the ceremony before they are buried in Pit Lords.

Technically, that mechanic ends with book 4, but I've thought about including some kingdom building if I ever ran book 5 and 6.

We stopped using Rebellion actions and the entire organization became what amounted to hirelings and cohorts. Since the Silver Raven's leader was still interested in intelligence gathering the spies kept spying and the group moved to more overt operations, opening a public headquarters where people could come to the Silver Ravens with problems that needed tending to. In the end they were a paramilitary political faction/mercenary unit that the PCs could call upon to go buy stuff for them, case joints, collect rumors and whatnot.

We also stopped using the rules. The PC's took on building up or reforming different branches of the new government (army, foreign affairs, city guard, secret police) and divided up the teams amongst their organizations.
