With the summoning grenade, can they come with templates or are they just the base elementals? We had a debate on the wording. I said yes they can be applied with templates.
Now if I have a character that can craft these but can’t actually cast the summon monster spell can I apply templates. Assuming I am correct in the previous question.

The creatures to be summoned are set when the grenade is created, so you know what you’re getting when you buy, presupposing a scrupulous vendor.
So you can buy a grenade of 'summon astral skittermander whelp' if that's what you want, or can make one, if you're capable of making your own and have that on your personal list of summons.

I don't think you need it on your list of summons, it's not a spell gem. In fact, anyone with ranks in engineering and mysticism should be able to create any grenade they want, no spellcasting required.
