Fighter Training (Ex): Starting at 10th level, a magus counts 1/2 his total magus level as his fighter level for the purpose of qualifying for feats. If he has levels in fighter, these levels stack.
Isn't it weird design that st 10th level the magus gets a new class feature that has absolutely no immediate use for a standard single-class magus until he can level up again? Or am I missing something?

Weird? Sure just a little... but at the same time it ensures that you are eligible for those fighter feats at 11th+ regardless of your DMs interpretation of the rules for prerequisites.
Some have a firm belief that you must have all the prerequisites prior to leveling up with the exception of “x level/caster level/BAB”. Such DMs might insist that Magus Fighter Training doesn’t apply at the level it is granted at if it were given at an odd level.
While other more reasonably minded DMs agree that abilities granted by your class at that level are valid for feat prerequisites, that the strict “must meet prerequisites prior to level” rule is applied only to prestige classes.
It similarly allows you to more freely progress into a prestige class at 11th while still getting the benefit of qualifying for fighter feats.

There is a specific order for adding the features gained when increasing your level:
When adding new levels of an existing class or adding levels of a new class (see Multiclassing, below), make sure to take the following steps in order.
First, select your new class level. You must be able to qualify for this level before any of the following adjustments are made.
Second, apply any ability score increases due to gaining a level.
Third, integrate all of the level’s class abilities and then roll for additional hit points.
Finally, add new skills and feats.
For more information on when you gain new feats and ability score increases, see Table 3–1.
So Fighter Training is gained before taking new feats.
As it is possible to multiclass, nothing probits you from being a Magus 9/something other 1 and, with an increase in level, become a Magus 10/something other 1, getting Fighter Training and a feat at the same time.
