Okay first mistake is that you get +8 from advanced specialization so damage is actually.

4*9(Pick specialization comes after fatal if am not mistaken and damage does not double because of a crit),
7*2(str), 3.5*2*2(Elemental runes), 9*6.5 (weapon damage) + 8*2(weapon specialization)

So damage is 80+59 = 139 damage.

And to be fair a level 20 fighter can (without multiclassing) move twice and attack 4 times in PF2e at 0,-4,-8-8 instead of (with multiclassing) move and attack -2,-2,-7,-12,-17. So I don't think the Fighter is functionally less mobile or able to make many attacks.

45.5 weapon + 8 spec + 7 str + 7 elem = 67.5
67.5 x 2 = 135

Then fatal adds another d12, 6.5 average.
135 + 28 + 6 = 169.
