Closest I can find is Ki Leech. However, it's not very clear since it doesn't technically say they lose ki points, just that you replenish yours.

drain maybe not, but there are ways to stop\burden him from using ki. as the ki block ninja ability and ki blocker monk ability (might be unchained monk)
