Help to assemble the next quest (DM)

Hello, I originally set up a game considering that the players were going to take an action course but ended up dectanting for another side, wich is totaly fine but im having trouble to get some good ideas.
They are currently in a city plagued by missfortune, the npc that was supposed to help them died choked while eating (prey to this bad luck). I had thought about making the city have had some kind of inconvenience with a god of bad luck or dissasters. But I really have no idea how I can make the game more exciting, what they might have to do to save this town ... what kind of enemy they might face or how to proceed with this.
Generaly i tend to solve this narrative problems with ease but lately I'm not so inspired, any ideas or leads will be welcomed

Pugwampi have an unluck aura. Perhaps the sewers are infested with them. That would generate a lot of misfortune around the city. Uncovering their nest and eradicating them would be the first milestone in a larger quest.

At the other end of the scale is Desna the Goddess of luck. Depending on your preference the city has either scorned her and is incurring her wrath or is supporting her and some of her enemies are trying to counter her. Either way the pantheon story should give some inspiration for the ultimate BBEG and plot.

Now 'just' join the dots in your story to connect the BBEG to infesting the city with pugwumpi and you are on your way. Make sure you leave plenty of clues to engage the players.
