Can this swashbuckler, and his 19 Charisma, take Greater Two-Weapon Fighting, even if he only has 7 intelligence and 7 dex?

If they both had the same wording, I'd agree with you, Dave. "You can use Charisma, rather than Intelligence, for feats with a min INT prereq," but they don't have that wording.
Because then, you could argue that Greater Two-Weapon Fighting DOES NOT have an INT prereq.
And Leitner, it is munchkinry. Just theory-crafting a SAD Charisma build. Wouldn't be something I'd actually play. Though, I am curious if it's actually legal.
EDITED TO ADD: Just realized you mentioned Synth Summoner. I was under the impression that they'd be able to take the feats, but only be able to use them if their current DEX stat was high enough. I thought I remembered some FAQ, but that's neither here nor there.

No, he doesn't meet the BAB requirements.

Heh, I was using some variation to make an Oracle/Swashbuckler or Oracle/Virtuous Bravo using Desna's Shooting Star to drop as much into CHA as possible.
Not sure what the point of Two-Weapon Fighting would be with a Swashbuckler since then you're giving up a solid amount of damage from Precise Strike and gimping your to-hit on top of that...

I was using that feat purely as example, not for the build.
If you were using that combo though, Nature Oracle gives CHA instead of DEX, but another 1 level dip into Scaled Fist Monk gives a class bonus to AC equal to CHA (effectively, but legally, giving CHA to your AC twice). But, since you lose armor, you're really only getting at most an extra 4 points of AC (+5 Mithril Fullplate gives +14 AC, compared to +10 CHA mod plus +8 bracers of Armor). Probably not worth the dip, unless you want a level of monk anyway. Or wanted your main class to be a gimped arcane Charisma caster.
If you wanted to keep with the silliness, dip two pally for saving throws.
I don't see this much SAD as being effective, though. Instead of burning feats and class levels on making everything CHA-based, you could just play a mildly MAD, better build.
Sometimes, makes me wish there were MMO "aggro" mechanics in PF, heh. Then super tanks would be good to play.
