The ability does come ridiculously late, in terms of most any RPG ever.
That said, Rangers might be the only class who can rest fully armored other than those in "Comfort" armor or nothing.
Sleeping safely seems a bit of a struggle in PF2!
Rope Trick moved up a few levels and there are a larger than expected number of other spells tailored to camping or housing oneself safely...at higher levels.
This means that 19th level ability is like an "always available" high level camping ability. Silly, but mechanically arguable. Since a party will likely find other means to camp, this makes the ability usually extraneous.
I'm unsure how I feel about this design choice re: camping.
I guess the designers want a window of vulnerability?
I'd make a point of traveling at night in any AP!
I don't spot a Rune for comfort, though similar buffs have existed.
I also don't see Exhausted under conditions, so the negative effects may cap at Fatigued. In dangerous territory, one might expect to be Fatigued throughout, which would be a major drawback for Ragers.
Restoration doesn't appear to relieve fatigue any more, so if you do find another option, take it!

Pretty sure the logic being used to say this feature should come into play at an earlier level could be applied equally to basically any feature in the game.
...and who says it's "game over" when you hit 20th level? That sounds limiting and boring - why not hit level 20, then actually play that level long enough to enjoy it?

It's a ribbon ability that hardly gives any value but is thematically really fun to have.
There's really no good reason to have to wait until you're almost done as a Ranger to sleep in armor and not get fatigued.
It's not like you aren't forced to camp safely because of the rest of the party, so it's not like you're really getting anything out of this. :P
