I remember there were rules somewhere for settlements, specifically their Base Value and Purchasing limits. I can't seem to find them now though. Can someone point me in the right direction?

City statblocks that adhere to the guidelines set forth in the GMG have appeared in Paizo products right up to and including the Tyrant's Grasp AP, and I'm not aware of any product that either reiterates those rules or supersedes them. New settlement qualities do appear sporadically in Paizo products (never stand-alone, and always connected to a specific settlement that uses that quality) but that's about it.
