For Focus spells I found this, nothing else so far
"You can’t cast a focus spell if its minimum level is greater than half your level rounded up, even if you somehow gain access to it."

There are no casting stat minimums. You can be a 10 wisdom Cleric who casts 10th level spells (with bad DCs, admittedly).
So I'm not crazy or a bad reader. Thanks!
