Should Quinn also have Proficiency in Finesse so he can use the full abilities of finesse cards?
Would seem to suit the character as described.
My personal opinion is that it's for balance reasons. Quinn is very good at barrier busting (and not supposed to be good at combat); even if he had limited proficiency with Finesse weapons, he'd be amazing at combat because he can use things like the Sawtooth Sabres (where he could apply +# +level of card recharged +Knowledge, which can be +6 max).
I would have loved Quinn having proficiency; I don't think he needs it.
