Who needs to be proficient to recover? The player who displayed the card on the other local player, or the player who took 0 damage?

The person who displayed the card. They are still in possession of it, even if it's displayed beside another character.

Correct. The person who displayed the card is the one doing the banishing, and it's going into the same player's recovery pile.
