Interesting low level treasures?

Advice

Problem with low level adventures is most of the cheap stuff is things the PCs may have bought at character creation, expendables very exact items a character sorely needs (masterwork weapon) or junk that's going to be sold at the first opportunity. Any suggestions here?

Two ideas I had
A cane with an alchemical silver head. The head is stylized as an serpentine dragon. It would fetch 35/150 GP as an art object.

Spoiler:
An appraise or perception check, with a bonus for any character proficient with warhammers and further bonus for any feat specializing in them (Weapon Focus ect.), reveals it is in fact an alchemical silver warhammer. A masterwork one if using this at higher levels. Its actual value is 102 GP (sell for 51) or 402 (sell for 201) but PCs may want to keep it because it's a useful backup weapon.

A sturdy wooden box wrapped in cloth. It contains a length of bronze jewelery chain that has hit with continual light.

I highly recommend the loot for less products from Super Genius Games. Most of the items I don't think have any balance problems at all and they are clever, fun, useful and unique enough that even higher level characters will want some of the items.

I like art objects or trade goods that have a higher value to the right buyer or location. Let a moderate appraise or knowledge check reveal that. Also uncut gems that a craft check can increase the value of. Let those less appreciated skills get some love.

Shadow Lodge

Aegis of Protection and Buffering Caps are pretty neat(especially since the Cap has no competition any more with the Jingasa of the Fortunate Soldier killed off).

when you get into permanent magic items below $2500 they are going to be basic +1 or there are going to be trade offs. The game really doesn't support permanent magic items on the cheap.
So we're talking one use items, items with very limited usage, or 'consumables'. I'm sure there are threads with home game items that fit the low cost theme. Check out the homebrew thread or RPG Superstar threads... read over the magic item creation table and the limitations that lower cost. A Bracer with Mage Armor First level at 4th caster level 1/d on command for wizards only is cheaper. Same for Cure light wounds or any first level spell. The spectre of game balance becomes the issue.
Snapleaf, various Talismans, Aegis of Recovery etc are good RAW examples of what you are looking for. You can also try the "Items that can save you" threads.
If you are just looking for descriptions of art objects.... a museum might be good.

Robe of infinite twine FTW.

Cantrip items. Such as

A 1" silver butterfly. Speak the command word and it flies off acting as Dancing Lights, cast at 1st level, for 1 minute. Works once per day.

A box of powder. Throw a pinch of it (std action) and it covers a 10' square area. Anything magic in it glows for 1 minute, a different colour for each school, more intensely for more intense magic. 10 pinches in the box.

A small bottle that will produce 2 gallons of water, once per day, std action.

A holy symbol of a good deity. Casts Disrupt Undead 5/day, std action.

A pair of seashells, pink and white. Speak into the white one and a whispered voice comes out of the pink one, as per Message, 10 minutes, 1/day, command word to activate.

Boots of Dwarvenkind. As Root on the wearer (+2 on some CMD, acrobatics), continuous.

A fan that casts Breeze 1/day, std action.

A necklace of a dozen white beads. If a bead is removed from the necklace (std action) it glows as Light for 1 hour, once. Only one bead works at a time.

A book of trite platitudes and banal aphorisms. A given character can read from the book once per day (1 full-round action) and gain the benefit of Guidance.

A monocle that grants the wearer the benefit of Read Magic at the price of making that one eye very short-sighted when worn.

A blessed bowl and spoon that Purify any Food and Drink placed therein and stirred, if mechanically possible. So liquids, soup, rice, spaghetti bolognese and porridge are fine; a leg of pork is not.

A horned helmet or rich cloak that can, once per day (std action), make the wearer more impressive as per Enhanced Diplomacy, giving +2 competence on Intimidate or Diplomacy respectively.

A bracelet that allows a second Climb check at -2, once only, as an immediate action, as per Grasp.

A compass, magically enhanced with Know Direction if it matters.

A piece of parchment that unfolds into a lute (std action). This lasts for up to 3 minutes, or as soon as the bearer stops playing it, then collapses back into parchment. Could be a small brass tube that becomes a trumpet, etc.

A small statuette of a nightingale. Once per day on the command word it will animate and fly to the indicated location (110' range) and sing while the user concentrates on it. The effect is as Lullaby.

Traveller's anytool is a nice, cheap item. I've also given out some little, custom items like Hunter's moccasins: +2 stealth, +5 enhancement move, and -2 penalty to track wearer. A holy symbol that adds 1d to channels and/or 1DC a couple times a day. And so on.

A cursed ring of Infernal Healing that is constant, but cannot be removed... therefore the wearer registers as Evil to anyone below CL7. But they have Fast Healing 1, and are immune to Bleed damage. Have it also apply the Umbral Unmasking Drawback for extra flavor.

Robe of Needles, Sleeves of Many Garments, Rings of Climbing, Jumping, Feather Fall, those Cracked Ioun Stones that each give you a +1 on a single Skill. Elven Boots.

While those items are nice and cheap, I was more looking at stuff for level 1/2 PCs.

At the lowest level, masterwork items are legit as they come.

Even masterwork tools.

Give them a crowbar to help with Strength checks.

A cold iron sawback Kunai is a crowbar, a saw, a climbing piton, and a shovel... plus it's a cold iron simple weapon that has a range increment and does P-or-B damage.

The Ioun Stones I mentioned seem to fit that bill: the ones that give a +1 on 1 skill are 200 gp each.

Alchemic items offer intereating consumables at that point as well.

If we're talking third party, 3.5's Magic Item Compendium is an awesome book but in particular has a lot of sub-1000 GP items that a character may keep for a very long time.
