About intelligent magic items. The rules are the only guideline. If you feel they are rough and lacking its because it isn't really intended to be used by a player, but more of a framework for a GM to create intelligent items.
While there is nothing that says a player can't make an intelligent item, the rules are so loose that you can easily design an intelligent item that has straight 10's for all stats, a special purpose of anything convenient for you, give it special senses and telepathy because why not (its cheap), and give it a power of Chain Lightning whenever it feel like it. Or why not Heal every round?
Intelligent weapons are fine when the GM designs them, and plays them as NPCs. The more control players have over it, the larger the potential of abuse becomes.
I might let a player create an intelligent item, but it wouldn't be "I want it to do this" but more like "I want this sword to have Rolf's soul in it" and what the weapon turns out to do would be to make it something that reminds people of Rolf when he was alive. Because that is basically the GM designing the intelligent item.
