The Concordance

is there any online character generators i can use to help me build my storm sylph wizard? i have the required material (the Advanced Race guide, and the Core rulebook). Although i do not quite understand how to get all of my ability stats and skills made properly. Please help.

You've posted in the 2nd edition playtest forum, which isn't the right place for advice on creating a Pathfinder 1st edition character. I've flagged this for a moderator to move it for you.

In terms of character building software that's free, I find that pcgen is the best option. There are paid options that are better, but if you're just getting started with two books you probably don't want to buy into something fancy just yet.

For ability scores, you first need to ask your game master what method you're using to generate them. There are many different methods, the most common being point buy. In any event, Wizards have a very simple priority: maximize intelligence, then put whatever is left over in dexterity and constitution.

I'll run you through an example presuming 20 point buy:
* I start with intelligence since it is the most important ability score for a Wizard, and I intend to max it out. This gives me an 18 in intelligence, and costs me 17 build points, so I now have only 3 points remaining.
* I want some more points to work with, so I'm going to lower my strength score (which isn't important for a wizard) to 8. That gives me 2 more build points to work with.
* Hit points are important, so I'm going to put 14 in constitution. This costs 5 points so I have no points remaining.
* I'd like to have a bit of dexterity, so I'll lower my charisma to 8 and raise my dexterity to 12.
* Now that I'm done buying points, I apply my racial modifiers, +2 Int, +2 Dex, -2 Con
* This results in: 8 Str, 14 Dex, 12 Con, 20 Int, 10 Wis, 8 Cha

Skill points are fairly simple if you aren't multiclassing. You are a Wizard with 20 intelligence, meaning you get 7 skill ranks (2 from your class, 5 from intelligence) per level. As a 1st level character, just pick 7 different skills and put 1 rank in each of them. This gives you a +1 bonus with the skill, and if it's a class skill you also get a +3 bonus. Every time you level up you will gain 7 more skill ranks. You can increase existing skills or learn new ones, but you can only ever gain class skill bonus once.

So as an example, on a 1st level Wizard I might have the following:

Spellcraft: 1 rank + 3 class skill + 5 intelligence = 8
Knowledge Arcana: 1 rank + 3 class skill + 5 intelligence = 8
Knowledge Planes: 1 rank + 3 class skill + 5 intelligence = 8
Linguistics: 1 rank + 3 class skill + 5 intelligence = 8
Perception: 1 rank + 0 wisdom = 1
Diplomacy: 1 rank - 1 charisma = 0
Stealth: 1 rank + 2 dexterity = 3
