Pharasma gets to judge EVERYTHING (at least everything that isn't an Outer God).
And that whole plan of having just 1 deity (or proto-deity) survive into the next world sounds awfully hazardous, just like Sith Lords always having just 1 master and 1 student . . . .
Not sure how much it would help if there are multiple gods judging the death?
I get feeling that its not as much about a plan as much its about only one being able to cross over with all the quintessence/spire/seal.

Having her be Lawful would lead to the thought that she is biased in judgement, favoring Lawful creatures and disfavoring Chaotic creatures.
I'm cool with that possible perception, and that Pharasma is old and powerful and settled-on-her-throne enough to not give a flying apricot if anyone thinks she's biased or not.
Various peeps already think she's biased against them. Atheists. Necromancers. Worshippers of the big boss sakhils... And their opinion of her integrity affects her not at all.

For avoidance of conflict of interest, someone else should judge her.
And having next to no escape hatch to get away from it is a ripe setup for abuses, which is why I can't hate Urgathoa as much as I should, since she is one of the few that has been able to stick it to Pharasma long-term.

If that's a fundamental flaw in the multiverse chain, that sets up the situation where anyone who knows this and thinks they have a chance to do anything about it and doesn't think they know a way to bypass it will fight tooth and nail to make sure that THEY are the one to get the privilege. If not outright hot war, I would at least expect to see a LOT of treachery, sabotage, and outright assassinations among the various deities and beings of nearby power level.

I mean, thats a fact, Pharasma won't judge herself, she is going to be judged by her successor (assuming she doesn't die before that happens in which case shenanigans presumably happen when people start dying without there being judge)
On the second part, hey for all we know that is what is actually happening on background, but its not really visible to mortals because its still multiple billions(I find it confusing that American and British english apparently calls thousand billion a million when its million million that is billion over here?) years away. Gods are kinda secretive about what they know about reality and what the heck they are doing in grand scheme of things.
Either way, it does make for tantalizing potential stories :D
But yeah, presumably there might be other ways for deities to survive to the next multiverse... But they are probably bad options because I'd think they would require leaving the multiverse and re entering the new one(same way how outer gods are constant in every universe its seems), so presumably they all would risk going mad as Zon-Kuthon did.

Must be a recent retcon -- in the not-too-distant past, they said Pharasma would judge herself last, after everything else died. Although if she picked her successor that is going to judge her, that's still a conflict of interest.

I mean, that is from this really cool blog short story.
I saw that, but wasn't sure if that was just the twist of, well, you know, a myth, or an official retcon. Although I have to admit that if the latter is the case, it would be better, not because of much change to Pharasma, but because it would give some credence to the Windsong Testament about Iomedae, for whom this would give a BIG boost.

I mean, if Pharasma was running a game on all of reality to ensure that she's getting out of this universe alive too, she would circulate something like "and then the next survivor is going to judge me" which is technically true in case she's the next survivor too.
There does seem to be some sort of implication that if she judged herself, it would be kind of end of everything because there is nobody to do judging afterwards :p

Used to be that at the end of the multiverse, she would judge herself, and that would be it. The concept of successive multiverses seems to be more recent, although I'm not sure if Manasaputras or the concepts in the Fears of Pharasma appeared first, or both at the same time. (At least it looks like a decent number of manasaputras make it out of each dying multiverse, even if Pharasma doesn't.)
