If it's for example a level 1-5 scenario, then yeah you can apply the credit to your level 3 character, because he's within the range of the scenario. It doesn't matter which tier you GMed. But if it was a level 1-2 scenario, then you would not be able to apply it to a level 3 character.
The gold you gain does not depend on what tier your players played or how successful they were. If your character's level fits in the lower subtier, he gets that gold. If he fits within the higher subtier, he gets that gold. If he's in between, then he gets the average of the two (the "out of subtier" gold).
If low and high subtier get different items or boons, then only if your character's level is high enough for the high subtier do you get those things.
For example, Trial by Machine is a level 1-5 scenario. Suppose I run it and apply the credit to a level 3 character. He gets the 1178 gold listed as Out of Subtier, because's he's between 1-2 and 4-5. He gets access to the equipment listed in the "all subtiers" section but not to the "subtier 4-5" section.

This is not quite right. If you run it as high tier yes you get OOT gold for your level 3 but in that case you actually also gain access to the high tier equipment on the chronice.
You also get all of the boons, regardless of whether or not the players got them but if they are alternates I believe you still have to pick.

Interesting. This is indeed what the current Guide says, which is a change from what the "play it safe don't be greedy" stopgap policy used to be until it was officially documented.
So, for the most part, the tier at which the players played is of no importance to the GM's credit, except for item access if the GM's character is in between subtiers:
The subtier for which a GM’s character receives credit depends on the character’s level. If a GM with a 1st-level rogue runs a Tier 1–5 scenario using Subtier 1–2, she takes a Subtier 1–2 Chronicle sheet for her 1st-level rogue. If she instead runs a Tier 1–5 scenario using Subtier 4–5, she still takes a Subtier 1–2 Chronicle sheet, as her PC clearly falls within the lower subtier.
A GM who receives a Chronicle sheet that indicates her character is between subtiers must always receive the Out-of-Subtier gold value and access to items and boons for the subtier at which the adventure was played.
