GLIMPSE OF REDEMPTION
Trigger An enemy attacks one of your allies or a creature
that’s friendly to you. Both the enemy and ally or friendly creature
must be within 15 feet of you.
The ally or friendly creature gains resistance

Trigger: An enemy attacks one of your allies or a creature

So does the reaction occur when some attacks an ally, or HITS the ally with an attack?

The difference being, if it's just an attack, what if it doesn't hit ? Then you would waste your reaction ...

Its when they target. As evidenced by the fact the enemy can opt to just not attack. Even if the enemy attacks and misses it is not a waste of a reaction because they would then be getting the Enfeebled 2 for a whole round. Even without the fact it still does something, having a reaction potentially do nothing (which isn't the case at all here) is not a design fault, most reactions have a chance to do nothing because they involve a dice roll on your side (attack of opportunity for example.)
