Really, it comes down to what the feat was originally intended to do. A Kobold has one (1) tail, and the feat allows for that tail to do a tail slap.
Another thread had a dev comment that one actually needs a tail to effect the tail slap. Though the feat could be taken (with the other feat that gives the option to do so), the use of it would only be possible when the character has a tail. (Monkey Belt would help in that respect)
The comment was along the lines of common sense application of the abilities in relation to the character that gets it through means other than the original parameters. (such as a human getting this feat) This interaction goes along the same lines, as the multiple tails is already giving an added benefit with Spell Like Abilities they confer.
It is a single, natural attack. The number of tails the character has should not come into play here.

I've always erred on the side of caution when it comes to RAI and this game.
When we don't, we get errata no one can use.
Common sense says it's for one tail slap for one tail.
It can't be taken more than once so that's the max.
I mean...common sense also tells me a fox tail would do zero damage at all. But disregarding that...
It's one tail. I don't see how it's an exception to any rules by either RAW or RAI. But even with poor logic on RAW the RAI is so clear as to make this all moot. Kobold have one tail. It's made for one tail. There isn't a loophole.

Instead, you could try using Tailblades if everyone around you is giving you guff for killing people with a fluffy tail. (Though I must admit it's funnier that way. I would personally allow it so that my player could build around the concept of fluffing enemies to death.)
Racial Heritage (Ratfolk) and you can treat these things as Natural weapons as well as manufactured. This is very useful because something like an Amulet of Mighty Fists applies to all of them and you can enchant them individually.
They're all secondary natural attacks, as such, they 'all' only ever take a -5 penalty to your highest attack.
Also, if you use something like Martial Versatility+Ascetic style on your unarmed attacks, you can try to apply monk/ninja unarmed damage to the things. Though this one is difficult because of the required Fighter levels.
Furthermore, stuff like Strong Jaw, Greater Magic Fang, Enlarge Tail, etc. work on it.
So there are many different ways to effectively use these things...

It should be noted, this is really an overpowered tactic if you're a Rogue so play nice and try not to outshine the other members. Though, as a Rogue you will use almost all your feats on this tactic so it kind of balances out.(Remember to use your favored class bonus to save some feats)
As a Fighter, Bloodrager, Druid, Warpriest, etc. it's still powerful and more affordable, but isn't in the level of "Solo the boss by sneak attacking twenty times from behind!!!"

I mean, RAI is probably that Racial Heritage isn't supposed to let you get natural attacks...
I was going to say Racial Heritage RAI is probably not intended to be taken by non-humans. I think it likely needs a caviat like "if you already have another non-human type/subtype you cannot take this feat."
Because from the logic standpoint, you are talking about a kitsune, who is close enough to being human that the fact their human self descended from kobolds has allowed them to learn to use tgeir tail like a reptile (as Lashing Tail, a non racial feat, destinctly mentions the awkwardness of the attack only allows one attack. Only reptilian humanoids/monsterous humanoids have access to feats that give tail attacks that can be used with other natural attacks).
