Who rules Leng?

I'm guessing a Great Old One or something like that?

Wikipedia is your friend:

https://en.wikipedia.org/wiki/Leng_(plateau)

From this article, and memories of the Lovecraft mythos stories (including Chambers and Derlith) read many years ago,the only ruler mentioned is "the high-priest not to be described". Which kind of renders a description of the ruler of Leng a moot point. <g>

Perhaps it is the King in Yellow. Or perhaps you can glean another cruel idea from the many references in that wikipedia article and the others about aspects of the Cthulhu mythos.

Is the King In Yellow another name for Hastur?

Yes, which makes me thing this is not the ruler of Leng, since his haunts are more Carcosa and the lake of Hali.

Hi.

Who rules Galorian? Nobody.
Leng is divided between the factions of Leng Spiders and the Minions of Leng. Is there a shadow behind both factions manipulating them into fighting each other? Nobody knows. But a cold war has been fought in the nightmare realm since man has known about it and there is no sign of a winner emerging.

appearance check for Him Who is Not to be Named: 1d100 ⇒ 38

Whew!

I agree that nobody/thing really rules Leng, but the closest would be the High Priest Not To Be Described, who is implied to be a moonbeast in the novel The Dream-Quest of Unknown Kadath.
