Now I need to see if it applies to weapons not normally available, and only available on a CR.
It does not. You can only buy small and medium versions of items found on chronicle sheets.
Characters can buy resized weapons and equipment from their Chronicle sheets and the approved equipment lists for their size so long as their size is Small or Medium. Thus, if a Chronicle sheet offers a Small PC the opportunity to purchase a +1 frost longsword, she can buy a Small +1 frost longsword.

Permanently? No.
Most spells and effects that temporarily enlarge a creature also enlarge their weapons.
There is a debate about using Iron Lord's Transforming Slivers on a weapon while you are temporarily enlarged. It's a bit of a stretch: over the course of a night the item "grows or shrinks by one size category toward the size of the creature who applied the powder." So the pro-growth faction says "it doesn't say it can't be a temporary size increase."
Please don't try to do this in PFS :) It will only result in arguments at the table.
