In the 1.4 update, the Sharp-Nosed Gnome Heritage was added. It reads as:
Sharp-Nosed Gnome: You see all colors as brighter, hear all sounds as richer, and especially smell all scents with incredible detail. You gain a +2 circumstance bonus to sense an unseen creature that is close enough for you to smell (typically within 30 feet, though halve the distance if you are upwind and double the distance if you are downwind). For more information about senses, see page 301.
1): To me, this looks like this Heritage grants the Scent ability to the gnome, but that it not specifically stated! Was that what was intended? Or am I just mis-reading the intent of this Heritage?
2): About that +2 bonus: Is it a conditional bonus that would be applied to just Perception? If so, why not specify that directly in the description? Otherwise, on what other skill would it be applied to?

Scent involves sensing creatures or objects by smell. It is an imprecise sense within its range, but it functions only if the creature or object being detected emits an aroma (for instance, incorporeal creatures usually do not exude an aroma). If a creature emits a heavy aroma or is upwind, the GM can double or even triple the range of scent abilities used to detect that creature, and the GM can reduce the range if a creature is downwind. In essence, scent is equivalent to blindsense via scent.
As written, it seems like it's different from scent...but I'm not sure why. Would have been simpler to just give Gnomes the existing ability rather than putting together a new conditional one.

Exactly!! And they even specify ..."all scents with incredible detail"...
