Doomsday Dawn seems to be all over the place on this, so the answer might depend on which chapter you're about to play.
Here's my take on it:
Lost Star (chapter 1, first level): "The PCs begin with 150 sp each. They can purchase any common gear found in Chapter 6 of the Pathfinder Playtest Rulebook" So, common items only.
Pale Mountain (chapter 2, 4th level): "they should have access to at least all common items of their level or lower." So it seems that the "at least" part indicates that uncommon might be ok. Probably means you should check with your GM if you want an uncommon item (which is supported by page 348 in the rulebook).
Sombrefell Hall (chapter 3, 7th level): Doesn't say anything about common or otherwise. Since the other chapters went out of their way to mention it, I assume the lack of mentioning it now is deliberate, meaning there is no restriction - pick whatever you like.
Mirrored Moon (chapter 4, 9th level): Same as chapter 3, no mention at all, pick what you like.
Heroes (chapter 5, 12th level): Very specific item rules so the OP's question is not applicable to this chapter.
Red Flags (chapter 6, 14th level) and Stars (chapter 7, 17th level) are the same as chapter 3.

I believe I have found the answer to my original question in the rulebook (emphasis mine):
TREASURE FOR NEW CHARACTERS
Whether you’re starting a campaign at higher level, a new player joins an existing group, or a current player’s character dies and she needs a new one, your campaign might have a PC who didn’t start at 1st level. In these cases, refer to the Character Wealth table, which lets you know how many common permanent items of various levels the PC should have, plus additional currency. The player can spend her currency as she wishes on consumables or lower-level permanent items, keeping the rest as coinage.

At your discretion, you can also assign them uncommon or rare items that fit their backstory and character, in keeping with how many items of those rarities have already been introduced in your game.
So, seeing that the lists given in the adventures seem to come from that table in most cases, I guess no uncommon items.

I would think things unlocked by ancestry/feat would be viable things that you should be able to get. A dwarf getting a Clan Dagger, a goblin getting a dogslicer, for instance would seem perfectly reasonable.
