When using a shield, you use the lower proficiency of your shield and the armor you're using. So if you had training in heavy armor and shields (and were using a heavy armor and a shield), and then got expert in heavy armor but not in shields, you would still only operate as though your training in heavy armor were also trained, rather than expert.
...which is a stupid rule.
