NPCs work differently from PCs when it comes to ability modifiers and DCs. The DC may be higher or lower than the ability modifier would suggest. If there is a CR but no statblock, you can look at Table 5 - the "Spellcaster Array" on page 131 of Alien Archive. The highest stat modifier is the primary spellcasting attribute for a spellcaster.
In this particular case, Holsin is a bit problematic to reverse engineer. He don't have a CR listed. On page 19 he has a CL of 3 and on page 20 he has a CL of 2. A creature usually has a CL equal to its CR (CRB page 335). So his CR is probably either 2 or 3. Fortunately, those end up with the same modifier in the Spellcaster Array table.
His Wisdom is +4.
I've got a strong suspicion this was a minor mistake on the part of the author. So used to working in Pathfinder rules, he likely didn't catch that the amount cured is based on the modifier, not the CL.
