As in, the one that increases CR the most?

Take your pick between this, this, this, or this depending on weather you are strictly into 1st party or are open to 3rd party

Probably one of the Mythic templates like agile which grants extra initiative.
The class templates are also pretty strong to a higher CR creature. It grants a host of spells to cast.

Mythic Agile is definitely the easiest to apply with the most effect!

Depending on where the creatures starts, Cataclysmic Creature (Becomes CR 25) is the greatest increase I know. For the highest fixed gain, Daikaiju is the biggest I've seen at +20.
