Implied contradiction on spell attack rolls

Playing the Game

On P197, the text on spell attacks says, "Your proficiency modifier for a spell's attack roll is the same as your proficiency modifier with spell rolls."

However, all of the classes specifically list "attack rolls for X spells" as a separate thing, which makes it appear that it is a different thing in which you can be trained or untrained while separately being trained in spell rolls.

Attack rolls with spells and spell rolls are different things. My group had the same confusion, since spell rolls are pretty rare (only certain spells use them)
However, the proficiency modifier, per the line on 197, is the same for both, so casters are equally U/T/E/M/L with attack rolls for spells as they are with spell rolls.
