Use the rest of the rules unmodified.

You could be a king or just a baronet. You might reflavor a few things (general to captain of the guard, baronet instead of king and other things like that) but for the most part it should work fine.</p>
<p>the Kingdom rules don't get into the details of exact laws or that sort of thing. Your fealty to others will just a be role playing thing and won't effect the game rules.</p>
<p>Kingdom building is designed for an entire party to be doing, not just one player. If this is just your thing, and isn't an entire party project I wouldn't recommend using those rules.</p>
<p>Also, I don't think the regular downtime rules and the kingdom building rules work very well together generating a building from a kingdom building perspective and generating one from downtime are very different focuses and use quite different mechanics.</p>Been a while, but as far as I can recall it could work with any scale.
