Can an Ability Boost cancel an Ability Flaw?

Let's say a take an Elf which gives me an Ability Flaw in Constitution.

If I take a Background that gives me an Ability Boost in Constitution does that mean it cancels out the Ability Flaw giving me an Ability Score of 10?

I can't find anywhere in the rules that cover this specific situation.


"Then, apply the ability flaw your character’s ancestry requires, if any. An ability flaw reduces that ability score by 2. You can apply your free ability boost to that score to bring your score back to 10."

Indeed, an ancestry can start with as high as a 16 in an attribute they have a flaw in, provided they add a bonus to it at each step.

For example a goblin druid:
A: Goblin +2 Dex, +2 Cha, -2 Wis (flaw), +2 Wis (free)
B: Animal Whisperer- +2 Con (free), +2 Wis
C: Druid: +2 Wis
D: +2 Wis, +2 Con, +2 Cha, +2 Dex

Str 10 Dex 14 Con 14 Wis 16 Int 10 Cha 14
