I'd say Gnomes too, sure kobolds and halflings are crafty (Is that racist?), but Gnomes are tricky too, and with any luck, they could get their Fey cousins involved, who are the trickiest, meanwhile, halflings are good at hiding, dragons won't give kobolds the time of day without a sacrifice, and goblins can get taller goblins. My moneys on the mad inventors.
EDIT: OH! And Gnomes can smack those other non-constitution bonus races around with their siege ladders.

I think it really depends on level. At level 6, gnomes and halfling sorceres would wipe out many with area effects. Halfings have a better chance at 1/2 damage due to dex, which also make their touch ac harder to hit. I think in the long run that out does the gnome average greater hp of 1 per level. I hate to say it, but I think the halflings would come.out on top.

Halflings can't come on top, they have normal vision. I consider them possibly the weakest race in the game outside kobolds. Some of the ARG races have things like wisdom penalties, but halflings are still pretty bad.
I might bet on goblins if they weren't illiterate pyromaniacs. They have darkvision and a good statline.
If ratfolk were on the field I'd probably choose them: they have some very good alternate racials for large groups, darkvision, and make the best wizards of the small races and in the running for the best wizard period since they have a better penalty stat than elves.

I think all would suffer heavy casualties, slink off, and repopulate in a suspiciously short amount of time.
+1. But if ratfolk are indeed on the table, then my vote goes to them. Great in groups (and what is a war without massive piles on bodies?), great alchemists and rogues, and best wizards out of any choice thus far.

Gnomes are unpredictable and drastic. I have a hard time seeing them winning, but they'd definitely be the kingmakers-- they'll take out one or even two of the others before exhausting their resources.
My vote therefore goes to the halflings, as they're the ones the gnomes are least likely to go after first.

Any Team that includes a Halfling "Jinx" Witch wins. as none of the other races are immune to mind affecting spells. we are talking Evil Eye **-7 to all saves** then Dominate person... use opponent as meat shield. among other tricks.
Gnome charisma Casters have no real advantage over Halfling sorcerers or Oracles...
Halflings have better combat feats. and halflings can be faster than the other small races 30ft movement.and halflings have the "helpful" trait combined with Combat reflexes, and the body guard feats and benevolent armour they are giving each other up to +9 AC Bonus..
so next time you see a "Phalanx" of halflings with a witch in the middle remember they are now your allies because you just been dominated.

My money's on goblins. Yes, they're illiterate. Yes, they're bat-s%!* crazy. But on top of having the strongest stat array of the bunch (and the combo of having dark vision and a hella-crazy Stealth modifier from the get-go), I read in either Goblins of Golarion or the Runelords campaign book something that has always stuck out to me. It indicated that while goblins on their own are flighty and prone to idiocy, somehow when they form into larger packs, they seem to coordinate with some kind of amazing group-think which makes them amazing squad-fighters. Mulitply this by hundreds or thousands and I can't even begin to fathom the havoc these little buggers could wreak.

And before people get all "tactics think" on me. Consider this.
I saw one of those Warrior vs. warrior shows (i forget the name). in this particular episode, they pitted the Spartan vs. the Ninja. To no one's surprise, the Spartan won. The only problem? If the Spartan wakes up the morning of the battle, the ninja has clearly failed in his role.
I think you can see how this mentality would benefit the gobbos. :D

As for hte whole goblin in large groups, essentially they are so dumb that they act in a sort of hivemind xD

Interesting that so far, nobody has favored kobolds.
On the field, kobolds don't have a chance. If the game was expanded to a long term extermination by any means, they might have a chance.
Back on the field though, I think goblins would win. Massive amounts of tiny fires hurled into the enemies, then swarm over the survivors before they could regroup.

Goblins, hands down. They simply have the numbers and the capacity.
Kobolds have the breeding capacity, but don't do as well as goblins do in open light. They rely too much on traps.
Halflings have about half of their race enslaved; they're pretty much out of the fight before it even starts due to being too busy trying to free their own kind. They lose by default.
Gnomes don't have the numbers of goblins and kobolds or the capacity for large-scale reproduction, so they're toast.
Sadly, yes, I honestly do think the easily-distracted goblins are the most competent of the bunch. That doesn't say anything good about the other three.
