In case it isn’t clear:
When you gain multiple ability boosts at the same time, you must apply each one to a different score.
Honestly, I think it would be better if that restriction were not applied to the four free that you get at first level, but others feel it is a good thing. I like being able to create a character of any race in spite of the general racial flaw.
It is a difference in viewpoint, one that has caused quite a bit of discussion in the Starfinder forums since that uses a slightly different system that allows you to sink everything into overcoming a racial flaw.

It shouldn’t be possible to get an 18 in a stat you have a flaw in and that is the design intention - otherwise what is the point of ancestry. There is already a debateable point to ancestry given the limited ancestry feats at the start. If it becomes possible for everyone to get an 18 in whatever they want then this goes further in that direction and all ancestries might as well just get two free boosts
If you don’t want slightly lowers wisdom then you don’t want to play a goblin is my view
16 is already subverting the stereotype
And when compared to 1E it actually makes some builds viable such as a dwarf bard or sorcerer - it would have been so tough to manage before without being far behind stats wise
