I've flagged this post so that hopefully a Dev sees it to provide you with an answer.
My feeling is that, unless you've redrawn the map, you're not supposed to distribute them (even if you've edited them a little bit).
I would direct your attention to the Rise of the Runelord forum where there is a sticky thread for Community Created material that has literally hundreds of posts, a good percentage of which are enhanced electronic versions of the maps for the AP. If Paizo had heartburn about people posting electronic versions of the maps from an AP, that thread and its content would not exist.
Using my legal skill (in which I am untrained) if you are not profiting from the content you create derived from their content and are not impeding their ability to profit from their content, you're probably on safe ground.
