Can a polymorph spell let you assume a form allowed by an earlier version? For example can fey form II allow you to turn into a small fey? Correct me if I'm wrong but if so I assume it would use Small Fey for statistics(+2 dex +2 con) and fey form II's list of special abilities I can gain

I'd say yes to both stat changes and abilities available to pick from. For example, the 1st sentence of Beast Shape 2 says so. This is at least how I've interpreted it.

This spell functions as beast shape I, except that it also allows you to assume the form of a Tiny or Large creature of the animal type.

No, it wouldn't. It doesn't say you get the advantages of both spells. It specifically says "except it also allows you to assume the form of a Tiny or Large". If it has said "except it also allows you to assume the form of a Tiny or Large also" that would indicate you would get the benefits of the previous size choices also.

With that being said I'd allow it as a GM.

That is based on a forum ruling by Paizo with regard to the beastshape spells.

For BS2, you can assume the form of a Tiny or Large animal found in the Bestiary of the matching appropriate size.

It's not in an FAQ so it's not 100% official, but it is from the rules team.
