Qualzar's evasion power

If I take Qualzar's power feat to put on top of the location deck the monster that he evades, can he still opt to have the monster shuffled in the location instead?

In addition, the "may" wording of the power means that you have the choice of either putting the monster on top of -or- shuffling it into the deck it came from.

So the short answer to your question is "yes."
