need clarification of rules

so in starfinder the rules for operative are very weird. they have an operative edge which gives a bonus to all skills. then they also get a free skill focus to 2 skills. I've been told these don't stack as they are both insight bonuses if that is so why give the free skill focus as soon as they are level 7 it wouldn't add together and be pointless. I know the book says they won't stack but it's referencing to outside bonuses. so would this stack or not as one is a class ability and the other is a feat?

The same level that the bonuses become the same, Operatives get Skill Mastery and can then Take 10 on any skill that they have Skill Focus in, even in combat or stressful situations, meaning that they can always succeed at most Trick Attacks.

So it still matters what skills they have Skill Focus in, even though the Operative's Edge er, edges out the Skill Focus bonus.
