Stealth
With sufficient ranks in Stealth, you earn the following.
5 Ranks: Reduce the Stealth penalty from sniping by 10.
10 Ranks: Stealth check penalties for moving quickly are
halved, including the ability unlocked at 5 ranks, moving full
speed, and reaching concealment after creating a distraction.

Stealthy Sniper (Ex): When a rogue with this talent uses
the Stealth skill to snipe, she only suffers a –10 penalty on
the Stealth check, instead of –20.

Sniping: If you’ve already successfully used Stealth at least
10 feet from your target, you can make one ranged attack and
then immediately use Stealth again. You take a –20 penalty
on your Stealth check to maintain your obscured location.
Creating a Diversion to Hide: You can use Bluff to allow
you to use Stealth. A successful Bluff check opposed by
the viewer’s Sense Motive can give you the momentary diversion you need to attempt a Stealth check while people
are aware of you.

There is no need for a bluff check when going back to stealth from a sneak attack correct?

Sniping is a little different:
Breaking Stealth: When you start your turn using Stealth, you can leave cover or concealment and remain unobserved as long as you succeed at a Stealth check and end your turn in cover or concealment. Your Stealth immediately ends after you make and attack roll, whether or not the attack is successful (except when sniping as noted below).
So it calls out that you need to reference sniping in the CRB skill chapter as a use of stealth.

Since the first references except when sniping I would, just to cover my own posterior, announce when making the attack that I was sniping. There are of course the standard arguments against making only a single attack in a round as being sub-optimal, but there are some builds that could be fun with it with an appropriate setup.

Normal: -20 to snipe
Stealthy Sniper: -10 instead of -20 to snipe
Skill Unlock at 5: reduce the penalty to snipe by 10 (now effectively 0)
Skill Unlock at 10: half of 0 penalty is 0 (no actual effect)
You are trying to apply the abilities in the order you acquired them, but they use different wording which helps us understand how they come together. It’s almost like a math equation. Stealthy Sniper replaces the original penalty, and then reductions to the penalty can occur.
