Is there anyway to make a construct that is skilled at doing a specific job?

A Terra-Cotta Soldier has an intelligence score without needing to stuff a brain on in there and can have that boosted up to an 11 Int for 10,000 gp. They can have their HD boosted up to 12 total. A Terra-Cotta Horseman costs the same to make or to boost up to 11 Int, but it has 2 additional HD and can have its HD boosted up to 15 total.

You can have them have skill ranks in just about anything. You can also implant Scarlet and Blue Ioun Stones. Implantable Ioun Stones goes for most constructs, actually, and they're just immune to just about all the potential ill effects or risks of such implantation.

Soulbound Mannequins are also 10 HD and can be increased up to 15 HD and are of about average Int as their baseline. They require someone to die to make them, but not permanently so there's ways and means to their construction if one wants to get creative.

Soulbound Shells are casters and have Craft Construct as a bonus feat. They also require someone to die, but don't actually require that person to stay dead, and once you're at a high enough level that you have reliable enough access to a spellcaster of sufficient level to make one, then bringing them back isn't really an obstacle.

Aballonians are pretty intelligent and can customize themselves to do various things and were made by someone or something.

Mask Golems are innately intelligent, though they have fairly low HD until you've made them pretty big.

Custom Constructs allow for some options to potentially give constructs certain abilities to specialize them.

Poppets and Animated Objects both can be customized beyond the general construct modifications that are available.

You can even stuff a fiend into a golem and make a Fiend-Infused Golem, making it intelligent. Also, Evil.
