Out of Subtier Question

How does "out of subtier" work? It seems pretty straight forward: if your character falls outside of the available subtiers for a scenario, you gain the "out of subtier" reward. Though a line from page 11 of the Roleplaying Guild Guide confuses me:

If you're not within the subtier and therefore cannot play in that scenario, how would you even receive the "out of subtier" reward? I'm likely just misinterpreting the guide, so could someone clarify for me?

My main concern is, I'll be level 5 on the character I'd like to use when I get to Scenario #1-07 which is a Tier 1-4 scenario; this is assuming I play the scenarios in order. Does this mean I just straight up can't use my character to play the scenario? Which leads me into my next question:

If I play a pregen for a scenario, can I apply the chronicle sheet to a character higher than the scenario's tier? I assume no because of this line from page 7 of the Guide:

Am I just SOL and will have to use a different character altogether to play scenarios I'm not in the subtier for?

If the scenario is 1-4, your character must be in that range (the Tier of the scenario) to play, so you can't play a level 5 character.
Within that scenario, there are two sub-tiers 1-2 and 3-4, and which one you play is based on the average party level. If the APL is between 1 and 2, and you play with a level 3 character, you get 'out of subtier' rewards.

Finally, you're correct that you can't apply a chronicle to a higher level character

Yes, eventually you will "level out" of certain tiers of scenarios. The tiers so far are 1-4 and 3-6 (and the replayable 1 and 1-2s). Once you're level 7, you'd only be able to play in tier 5-8 and 7-10 scenarios (which don't currently exist, yet).
