I want to make NPC that smokes a pipe, but it is actually a wand.
Is there any items/abilities or tricks i can use? Like weaponwand but not for weapon?
Its a dwarf with mediocre dex so sleight of hand if not the best option.

A pipe, or certainly the stem of a pipe, seems to me to fit within this description. I’d allow it in my game. That doesn’t mean that it won’t be apparent to everyone that your pipe is more than it seems once you activate it as a wand. Might get it past checkpoints though.

So i guess one does not have to conceal it in a particular way?

More like, there isn't a particular way (within existing mechanics) to conceal this.
Slight of hand, to switch between an actual pipe and a pipe shaped wand might be useful to fool casual observers. Bluff checks may also help, "No, that's really just the latest style of halfling pipe".
I found the thing that would do what i need - Holdout Wand Wrap.
Suspected Ultimate Intrigue would have something like this.
Per the wrap's description, it'll be obvious that the pipe is a wand once you use it as a wand. I agree with Claxon regarding how to get around that.
Wands are spell trigger items. Hard to speak the word with the wand in your mouth. :-)
You could have a match like twig used to light the pipe be a wand.

Things like that silent spell feat can get around having wand in your mouth.
Any of the improvised weapon feats and weaponwand should cover the use of anything, such as a smoking pipe, as a weapon for the combining with a wand.

Depends on your race. A tengu shouldn't have an issue as they don't use their lips for vocalizations.

I probably should if mentioned i dont plan to conceal it in use, just past something like "you cant meet with the king so armed".
You wouldn't deny a weary traveler his pipe, would you?
Put weaponwand on a pipe, take improvised weapon penalties for sleight of hand checks meant to pass it off as a pipe not a wand.
