So I know that you can animate your facial hair and even EYEBROWS if you are bald up top. I'm guessing other sorts of hair work too (mental image my mind gave me I did NOT need thank you very much)
What about races that don't have a single hair on their bodies? Because they've got scales, or are a plant, or don't have any external features at all or are made completely out of stone. The list goes on.
Can they use said hex?
This isn't for any game it's just something that's been confusing me for a long-donkey time.

If there is not Race restriction on Prehensile Hair, you can take Prehensile Hair and use it.
How does it work conceptually? It's Magic Hair. The Hex creates a weave. Maybe you don't have hair per se, but you have something: feathers, barbels, quills, whatever, and that's what Prehensile Hair animates.

This is a "ask the player to describe how they imagine the thing they took works" situation.
Like if they want to describe their Leshy Witch as having hairlike vines, that's fine. If they want to describe their Nagaji witch as having prehensile nose-hairs, I'll go with that. If they want to describe how their Oread suddenly grew luxurious, and non rocky, locks that's good too. If it's a situation where the player can't come up with any sort of explanation of or mental image as to how something works, they should probably take something else instead.

There is an FAQ on this and White Haired Witches.
Witches of races that do not normally have hair can become white-haired witches, in which case, they supernaturally grow hair.
But for Prehensile Hair Hex, you'd have to ask your GM if they want to follow the White Haired Witch stuff or not.

I would imagine a hairless race would not select this hex.
Should a player really want this hex and as hair has no mechanical benefit (it's just descriptive) I don't see a problem giving a creature with this hex a some hair on their head to work with styled along their patron's image.
