Since I didn't make the post, I can't say if that was the posters intent or if or if not they did. I'm just responding to something on my feed. However, that said. Since no one before me has brought up developer responses/clarifications, I'm pretty sure there aren't or this would have been settled. Now of course, I could be wrong, but I don't recall seeing any such clarification in either Mark or JJs (when he still answered them) threads. Of course, there could be one in some random thread, but that can be hours thrown down a rabbit hole, and I don't have that kind of time currently.

I'm fine ruling my way for now, but as people have stated before, it'd be nice to have something official on what is the normal. Either abilities that replace other abilities are received at the level the thing is replaced, or if it isn't listed, at first level. I can throw my opinion out there, but like all the others above me, I have not been able to find a rule stating mine is correct, meaning that it is up to the GM, where it really shouldn't be. This should be something clarified, if not just for this specific case, but to give us a general rule for future cases.

Now, in my opinion, all abilities should state the level they are received to remove any and all confusion, but so long as such things do exist, we should have rules for it. I'm not demanding it though, simply would prefer, as it's pretty easy at my table to just fill the hole, but for large groups like PFS with interchangeable GMs, that isn't possible (and it should not be expected for the GM to bring a list of all the controversial things). Of course, my suggestion has always been, when playing in such a game, to speak with the GM beforehand. And while that works, it can nullify a build and make playing not enjoyable.

So, I apologize that I was not the first post or post author. Merely someone making a comment on the post. Furthermore, the post author did mention a previous post in their first post, though didn't link it.
