I don't see why it wouldn't be. The effects of mind fog are mental, but the fog is physical, and life bubble keeps such things out.

Both the mind fog and the air generated by life bubble come from a little known pocket dimension of the Plane of Air where a unique form of legume, like a hybrid of almond and Spanish Moss, grows in free floating clusters. Thus, both are actually potentially deadly to those with nut allergies. This will likely be addressed in the next printing.

Mind Fog has this line: Effect fog spreads in 20-ft. radius, 20 ft. high
So the fog spreads out.
Life Bubble has these lines: You surround the touched creatures with a constant and moveable 1-inch shell of tolerable living conditions. This shell enables the subjects to breathe freely, even underwater or in a vacuum, as well as making them immune to harmful gases and vapors, including inhaled diseases and poisons and spells like cloudkill and stinking cloud.
This spell prevents contact against other spells that indicate they spread to fill a volume.
Conclusion: Life Bubble works against Mind Fog.
