This is a myth actually, as it wouldn't create a perpetual motion machine - the speed of the rotation would sear off the butter quickly, dropping the cat on the ground.

Depends on if the cat rotates fast enough for air resistance to come into play. Many similar magnet setups rotate much slower than that.
