According to the character creation guidelines for PFS, it says that I don't need copies of certain materials, including "www.paizo.com/traits". However, typing it up just brings me to the homepage.
I'm not sure to what web address it's supposed to be referring to, but does this mean I can take any PFS legal trait without needing the sourcebook? (For those curious, it's the Fiery Glare trait from Bastards of Golarion and it's the only thing I'd use from the book.)

Pathfinder Character Traits Web Enhancement
Feat: Additional Traits; Traits: all traits are legal except for the following: Hedge Magician, Natural-Born Leader, and Rich Parents
That should get you to the spot where the 'basic' traits are at that anyone can use.
It was giving me the option to download a zip file.
As far as things like that, the page link above shows what and what is not available, though in the good majority of cases non-standard type items like the trait described above would require the source material.

The link you're looking for is the Pathfinder Character Traits Web Enhancement. This is the "Web Enhancement" that first introduced traits, and contains most of the traits that appear in the Advanced Player's Guide.
As to whether you need copies of certain materials... you don't need to be able to provide a copy of the Core Rulebook, and both this Web Enhancement and the Roleplaying Guild Guide are both free products, but to use any material from any other sourcebook, you absolutely do need to have a copy of the sourcebook.

This free download and the RPG Guild Guide are sources for traits described in them. The latter has the faction traits, which are the Campaign traits for PFS. The Traits download includes Advanced Player's Guide traits from the Basic lists, that is, Combat, Faith, Magic and Social traits, as well as the Additional Traits feat.
