I'm writing some short adventures that are meant to be "Deep Space Nine" meets "Brooklyn Nine-Nine", and I want to have pre-gen characters to accommodate players that are totally new to Starfinder (or to role-playing in general.) What kind of space cop would you want to play?
Oddball partner pairings are cop-show staples:
A tough-as-nails Solarian (any species) and his/her/their painfully chipper skittermander partner.
A gentle-giant Dragonkin and their loud-mouth bonded companion.
A streetwise fly-by-the-seat-of-his-pants Ysoki and their by-the-book android partner.
A cocky Lashunta actor who's doing research for a role and the long-suffering Shirren veteran (officially Too Old for This S*** at the ripe age of ten) assigned to babysit them.

Those are some amazing ideas! I'm especially smiling over the "cocky Lashunta actor who's doing research for a role", that's hilarious. Oddball pairings are great (and my NPCs definitely use the trope.)
For the pre-gens though, there's no guarantee the partner will be in the scenario, so they can't necessarily rely on that same tension. For example, there may be only one player playing a pre-gen, or else one player may want to play the dragonkin but no one wants to play the bonded companion. Definitely stealing some of your ideas anyway, though.

Reposting mine:
- A skittermander/vesk good cop bad cop duo. The skittermander is the bad cop.
- The damaya lashunta technomancer scholar with specialization in magitek forensics.
- The dwarvish icon soldier. They were on one episode of COPS: Absalom Station, when something embarrassing happened that they can't take back. Now they're a meme.
- Android Operative. They specialize in going undercover in the deepest parts of the station.

A thief or spy who infiltrated the PD and discovered that they were really good at the job, so they stuck with it. Possibly an envoy or an operative.
A shirren who wants to know everything about everyone, no matter how private. A hacker operative.
Besides space cops there are space firefighters. This is how you get a combat drone armed with an axe around a space station - your vesk mechanic brings one along to help deal with awkward doors and walls.

me ..belker from hill street blues , make him a somewhat burned out detective , while some would disagree i would make him an envoy but star him out not wanting to take anyone under his wing or lead, he just ends up talking it out more then shooting it out

The detective who is really good at their job, but also kind of insufferable about it, and can't not smart off to their superiors.
The bumbling cop who is kind of a savant at maths or something, but isn't very personable or at all useful in the field.
A cop who grew up on the "streets" of the station and legitimately wants to make things better for the people still living there, but has a hard time connecting with them any more.
A cop who loves what they do but has a (romantic) partner that hates how they have to put themselves in danger, and so they feel obliged to study law or find some other way to get off the force and move up in the world.

An alcoholic human operative with a keen mind, a distrust of those with psychic abilities (especially this one agent who he keeps bumping into), a sense of humor, and a fondness for a waterfowl character in an old comedy series that some have been told is the Osirion god of frustration.
Don't forget his ex-girlfriend, who is now married to the CEO of a megacorp.
