1st Q: Does the Fleet feat improve any movement speed ?
example, would it increase climb speed as well ?
Benefit: While you are wearing light or no armor, your base speed increases by 5 feet. You lose the benefits of this feat if you carry a medium or heavy load.
Doesn't specify land speed, so it applies to any movement mode you have.

Jeraa: base speed equates to land speed and/or normal speed. For instance:
Rooftop Infiltrator: The vigilante gains a climb speed equal to half his base speed, which increases to his full base speed when climbing a rope.
Shadow's Speed: The vigilante’s base speed increases by 10 feet. At 10th level, it increases by an additional 10 feet.
Climb skill unlock: 15 Ranks: You gain a natural climb speed (but not the +8 racial bonus on Climb checks) equal to your base speed on surfaces with a Climb DC of 20 or lower, and of 10 feet on all other surfaces.
Swim skill unlock: 10 Ranks: You gain a swim speed (though you do not gain the +8 racial bonus on Swim checks) equal to your base speed in water with a Swim DC of 15 or lower, or 10 feet in all other water.

Sounds like there is not a consensus...
That'sjust because people here don’t understand what “base speed” is. It’s land speed (which is never described as land speed, it’s just your speed). Unless another movement mode is defined as a multiplier of your base speed, like flight speedsfrom the half-fiend and fey creature templates, Fleet wouldn’t effect them.

Base Speed (Slow Speed): Merfolk have a base speed of 5 feet. They have a swim speed of 50 feet.
Your 'base speed' is a racial property. Your land speed is derived from your base speed. A Merfolk's swim speed is 50 feet; it is not specified as being derived from base speed, so Fleet would not make them swim faster.
