Fireball seems better since it gives a bit more freedom with range and positioning.
Might be a decent idea to look into ways to change the energy type though. Maybe with your bloodline? Or a metamagic rod of elemental spell.
Cone of cold's only real plus is that it starts with a non-fire damage type. That's not worth two levels; since D&D 3.0 that's been valued at about one spell level, but cone of cold never got updated to match. Of those two taking fireball is a no-brainer.
If you're considering using metamagic rods at all you want a spell of 3rd level or lower. Some other useful blasting spells: battering blast for force damage, mainly useful from caster level 10; or burning arc, mainly because it's just 2nd level but looks almost like a 3rd level spell; or scorching ray because touch attacks can be more reliable than saves; or even diamond spray for non-energy blasting.

Fireball is definitely better for outdoor campaigns, cone of cold is pretty good for dungeons.

Cold Ice Strike. It's a line not a cone and 6th level; not the same spell.
