Charging is not running or moving recklessly, IMHO.
The movement speed is roughly that of a move-move.

Agree to disagree then.
It's the equivalent of double move speed in the effective time frame of a single move as you also get an attack which is normally a standard on top of that. You lose the -2 to AC due to hasty/reckless movement as well...
