What are some legal ways for a non-Goblin to get the Mudball spell?

There aren't any unless you have one of the extremely rare Goblin boons.

I had a look for FAQs and things, and I think a human can do it with the Racial Heritage feat.

Of course, then you're burning a feat to get one spell, which doesn't seem worth it.

No, not even that way.

From Additional Resources on the Advanced Race Guide:

ARG:

Note: Alternate racial traits, racial archetypes, racial evolutions, racial feats, and racial spells are only available for characters of the associated race. Racial equipment and magic items can be purchased and used by any race as long as the specific item permits it (for example, only halflings can purchase and use solidsmoke pipeweed).

However

Movie plot spoiler:
Prerequisite:Human.

Benefit: Choose anotherhumanoidrace. You count as both humanand that race for any effects related to race. For example, if you choosedwarf, you are considered both ahuman and a dwarf for the purpose of taking traits, feats, how spells and magic items affect you, and so on.

Being allowed those spells is an effect related to race. Why wouldnt you be able to get it. Having racial heritage goblin means if the game asks are you a goblin? The answer is yes.

Additional Resources takes precedence over the feat's text.

Luckily only the ARG has that text.

Racial Heritage is allowed. The book it is in was reviewed and it was not banned. Therefore it must do something.

If it overrules that ruling with regards to the ARG, then you should be able to learn the spell, and indeed goblin-only feats and so forth.

If it doesn't overrule that ruling with regard to the ARG, then what does it do?

Its works for racial options from other books. Just not that one.

What i am saying is that when looking at addiotinal resources and it says only goblins it doesnt really mean that. In the same way half elfs get racial archetypes of elfs and half orcs get orc racial archetype a racial heritage goblin human counts as a goblin.

The feat exists on a character.
You select mudball.
Additional resources asks are you a goblin?
Racial heritage says yes.

This thread may help clear up your confusion.

This is even more specific regarding Racial Heritage and the ARG.

5 GM stars and the Student of Spells boon "The Spells Know All Secrets"?

Only chapter 1 races from that boon (CORE races)

Ah, missed that. I've a way to go before I'm at 5 stars!

It made me sad when I realised. I was all set for Windy Escape shenanigans.

Indeed. It has been discussed ad nauseum in this Forum. The Additional Resources document does indeed contain several "race restriction" clauses. One is for The Advanced Race Guide. They are a Campaign Rule, and supercede any method in-game of otherwise acquiring racial options.

Well phrased, I tend to agree.
