Generally at low levels people are not going to have an odd numbered primary stat. So the +1 boost is probably something you would get at level 5 or later once you boost a stat to 19 to get you to 20.
Uh...Ugrades grant bonuses in increments of +2.
That said, the reason you don't see this is more or less as Space McMan mentions: Price. Upgrades are nice, but all you can get at level 2 or 3 is a +2 and that is, frankly, probably not worth the high percentage of your wealth it would be.
Another factor is that WBL includes looted gear you keep, so most parties don't have their full WBL in cash to spend, some of it is in gear they find useful to keep. So they might easily not be able to scrape the cash together.

I play society and by lvl 2 I have enough to buy the MK1, as an Operative this takes my dex to 20 so increased: AC, attack, initiative, skills (dex base ones) and reflex not to mention one more resolve. What else would you recommend instead?
Society play is its own animal (you get all your rewards in cash and get more of it than in non-society play, as a rule) and Dex is the best stat in the game.
In short, that seems like it might be a very good choice for you. But you asked why people don't do that, and the reason is that they lack the cash and have things they can save up money for that they feel are better.
